Coastal Environment Plan Change

Sustainable Rezoning for Coastal Development

A 240-hectare coastal site presented a significant opportunity for residential development in a community facing climate-induced changes. However, zoning restrictions within the District Plan posed a major challenge, limiting the site’s potential. Additionally, the region’s coastal landscape—valued for its natural beauty, recreational use, and tourism appeal—required careful planning to balance development with environmental preservation.

To address these challenges, we led a strategic rezoning process, assembling a team of experts to conduct:

  • Comprehensive Site Analysis – Evaluating land use potential while safeguarding environmental and cultural values
  • Master Planning & Strategy – Developing a vision that balances growth with coastal preservation
  • Stakeholder Collaboration – Engaging with local decision-makers to ensure regulatory alignment

Through in-depth landscape assessments, we identified zoning solutions that optimized development potential while protecting the region’s unique coastal character. Our approach uncovered key constraints and opportunities, leading to a sustainable, well-balanced rezoning strategy.

This project highlights how thoughtful rezoning can support responsible growth while maintaining the integrity of sensitive coastal environments. Need expert guidance on large-scale rezoning? Contact us to navigate the process within the framework of the Resource Management Act (RMA).
