Navigating Environmental Consents for Hydroelectric Development
The Murchison Range, west of Nelson, is a seismically active region, with earthquake-formed lakes as visible reminders of its tectonic history. One such event created Lake Martiri, which was identified as having hydroelectric potential in 1970. However, it wasn’t until 2009 that serious development proposals emerged.
Developing a hydroelectric project in this sensitive environment required a rigorous environmental assessment to secure approval. Regulatory bodies—including the Water Conservation Order (WCO), Council hearings, and the Department of Conservation (DOC)—demanded clear evidence that the project would not compromise the region’s natural values. A strong set of consent and concession conditions was essential to mitigate potential environmental impacts.
To support the project’s approval, we worked with a multidisciplinary team of ecologists, engineers, and hydrologists to develop and implement key management plans. These plans:
- Addressed environmental risks associated with construction and operation
- Implemented mitigation strategies to protect the landscape and preserve the river’s natural character
